This session will provide an overview of how NJSTART supports public purchasing across State agencies, local governments, schools, and vendors. Participants will learn how to register as a supplier, maintain vendor information, and understand key concepts, including Vendor Numbers (V#) and Contract Numbers. We will also explore how State contracts are developed and awarded, how buyers search for active contracts and qualified vendors, and how to navigate compliance documentation within the system.
Additionally, the webinar will cover local government purchasing thresholds, including when formal bidding is required and how requirements differ for agencies with or without a Qualified Purchasing Agent (QPA). Previously, Bill served as Vice President of Strategic Procurement & Chief Security Officer at Atrium Health & Senior Living. He now supports public purchasing entities across New Jersey as Local Government Manager for NJSTART.
Bill holds a degree in Finance & Economics from Fairleigh Dickinson University and certifications in ITIL Foundation and IT Services Management.
