The SBA’s Mentor-Protégé Program (MPP) is arguably one of the federal government’s most successful undertakings in supporting our nation’s small business policies, economy, and contracting goals. The SBA MPP helps eligible small businesses (protégés) gain capacity and win government contracts through partnerships with more experienced companies (mentors). It fosters the development of small business protégés through many different forms of mentor assistance.

The MPP includes the opportunity for eligible protégés and their mentors to joint venture (JV) for set-aside contracts—often otherwise off-limits to mentors that don’t qualify for the set-aside status/size standard and/or to protégés incapable of competing for or performing such contracts on their own.

Nadine Clark
Director of Procurement Programs, UCEDC

In her role as UCEDC’s Director of Procurement Programs, Nadine oversees various procurement activities for small business owners seeking to market and sell their specific products and services to federal, state and local government agencies.

With more than 25 years of combined experience in both the public and private sectors of government contracting, Nadine has a thorough grasp of how to navigate the government contracting system. She believes that this familiarity enables her to successfully help small businesses understand how to find, bid, win, and perform on government contracts.

Tracey Ebb-Murphy
Ms. Ebb-Murphy, Senior Business Analyst with the SBA Mentor-Protege Program.

Tracey currently serves on the Annual Evaluation Team, where she has worked since 2018. In this role she serves 1,000 plus Mentor-Proteges. Most recently, Tracey has worked with SBA’s Office of Women Business Ownership, HUBZone and the Small Disadvantage Business Program.
Collectively she has worked 25 of her 29 years of Government Service at the SBA. She received a Bachelor’s Degree in Communications from Bowie State University. Ms. Ebb-Murphy has devoted 33 years of her 37-year career to helping small and women owned businesses grow, one
opportunity at a time.
