Ellen McHenry
Senior Director of Financial Programs

Ellen has helped transform UCEDC from a one-county agency to the statewide financing resource it is today during her 20-year tenure. She directs the development and administration of several loan and business support programs, financing $9.6 million in 2017 to 61 small businesses. With $40 million under management and a $5 million loan portfolio, Ellen oversees the servicing and stringent compliance for SBA and non-SBA loan products.

Prior to joining UCEDC, Ellen worked in retail banking for twelve years. Her familiarity with commercial lending has helped UCEDC forge strong partnerships with banks and other third-party lenders and has helped maximize the financing opportunities for UCEDC’s clients.

Ellen volunteers her time in support of her passion for quality child care for disadvantaged children. She is the board president for Union County’s Community Coordinated Child Care (4C’s), a resource and referral agency for state registered child care providers


Fernando Dager
Loan Officer

Fernando Dager brings over 20 years of successful International and Domestic Business and Banking experience to his clients. He has advised small and mid-size business owners in all sectors. He is fully engaged in helping clients with all aspects of Financial Planning needs.  Fernando has worked for and with some of the largest corporations in the world such as 3M, Wells Fargo, HSBC, Merrill Lynch and Morgan Stanley. He has advised privately held companies in Latin America.

He holds multiple FINRA investment licenses and is Omega Advanced Credit trained. Lic. economics and international relations. Fluent in Spanish (native level), conversational in Portuguese.


Kevin Chu
Loan Officer

Kevin brings extensive experience and success in assisting entrepreneurs to start and/or scale their business by providing technical assistance and sourcing capital through traditional and alternative lending approaches. Kevin is a financial mentor for the Small Business Administration (SBA)’s Emerging Leaders Program (New Jersey District) as well as a financial counselor for the Rutgers Business School’s Entrepreneurship Pioneers Initiative (EPI) Program. He also provides financial curriculum training for the Ascend NYC Program and has broad experience in apparel manufacturing.
