DCAA stands for “Defense Contract Audit Agency,”
which is the government agency responsible for evaluating the Department of Defense (DoD) contracts and other federal agencies. A key aspect of complying with government regulations is creating business and accounting systems that are compliant with DCAA.

In a webinar, we’ll provide an overview of the pre-award accounting system design review process. Participants will learn about what occurs prior to the award of a cost-type contract, what the applicable Defense Federal Acquisition Regulation (DFARS) regulations say with regard to what comprises an acceptable accounting system, frequently asked questions about compliance and systems requirements. We will also:

  • Provide an overview of DCAA functions as a key member of the government acquisition team
  • Offer information on online resources and guidance available for contractors and small businesses
  • Discuss contractor accounting system requirements, key provisions of the Accounting System Administration clause (DFARS 252.242-7006), contract billings, and common accounting system deficiencies

Nadine Clark
Director of APEX (Formally known as Procurement Technical Assistance Center), UCEDC

In her role as UCEDC’s Director of PTAC, Nadine oversees various procurement activities for small business owners seeking to market and sell their specific products and services to federal, state and local government agencies.

With more than 25 years of combined experience in both the public and private sectors of government contracting, Nadine has a thorough grasp of how to navigate the government contracting system. She believes that this familiarity enables her to successfully help small businesses understand how to find, bid, win, and perform on government contracts.

 

Adam Weir
Acting Small Business Program Manager, DCAA

Mr. Weir is the Acting Small Business Program Manager and is located at DCAA Headquarters in Fort Belvoir, Virginia. In this capacity, he serves as the program manager and audit expert for the small business program with responsibility to provide assistance, consultation, and internal control with regard to audit requirements and their application to small business.

Mr. Weir graduated from the University of Texas at Arlington with a B.B.A in Accounting and is certified in Auditing and Contracting. He began his federal government career by serving as a Senior Auditor for DCAA. He went on to serve as a Cost/Price Analyst and then a Corporate and Divisional Administrative Contracting Officer for the Defense Contract Management Agency. Next, he served as a Lead Price/Cost Analyst and Small Business Specialist with the Army. Additionally, he went on to serve as a Grants Officer with the Defense Logistics Agency supporting the Procurement Technical Assistance Program and also served as a Procuring Contracting Officer and Administrative Contracting Officer with Washington Headquarters Services.
